As regards the filling of the proposed new post of Deputy Superintendent of Mails, bearing it in mind that its holder is intended to succeed to the Superintendentship I am unable to recommend for appointment either of the holders of the two junior posts of Assistant Superintendents (£250 £445). The senior of the two, Mr. T. Lay, is a local Eurasian who, though competent enough up to a point, has not the capacity for organization and command which is essential for the Superintendent's post. The second has only recently been appointed to the new post approved in Sir R. W. Hamilton's
The. 92678/32 despatch No.281 of 17th August, 1932, and will not for
some
years to come have sufficient experience for higher command. There are, however, a number of European officers of consider- able ability in other branches of the Service and I propose, subject to your approval to give first consideration to such candidates, who will more than make up by their knowledge of local men and things their lack of experience in postal matters.

Finally the case of Mr. Lay calls for some special treatment. In 1924 he was, rather unfortunately, given a sterling salary in place of the dollar salary which is appropriate to local officers and was made Supervisor in the
Post Office.
